Independent Commission for Aid Impact
The Independent Commission for Aid Impact (ICAI) is the UK’s aid watchdog. It scrutinises UK aid spending to ensure UK aid is spent effectively, for those who need it most, and delivers value for UK taxpayers.
3B Impact partners Stephen Blakeley and Rebecca Mills have worked with ICAI for over a decade. From 2021 to 2024, 3B Impact led three ICAI evaluations on how well the UK government tackles fraud risk in its ODA programming:
- Tackling fraud in UK aid (2021) assessed how well UK government departments government manage fraud risks in their aid spending.
- Tackling fraud in UK aid through multilateral organisations (2022) evaluated how well FCDO manages its exposure to fraud in its spending via multilateral institutions, which receive more than half of the UK aid budget.
- Tackling fraud in UK aid: country case studies (2024) looked at country-level risk management, using India, Kenya, Lebanon, Montserrat, Mozambique, Myanmar, Somalia and Syria as case studies.
Our recommendations were widely accepted and actioned.
